It is also possible that a common tactic.

Txtor was created for such situations. It creates a text file torrent to download (and change the name of a file. Torrente after the download) for the application.

Click on the download link and save the torrent link and add it to txtor.

Yes, it is very possible. You're probably behind a NAT and maybe (above) of a firewall.

You can try using a VPN. As a separate network adapter that connects to the Internet on the other side of a tunnel. The tunnel is created using your normal Internet connection for the VPN software and uses a single output port. The NAT (router on the campus), usually not this block.

It's a free VPN service: http://www.openvpn.net/
If you are a little more "quick find" to a paid VPN service. (Encyclopedia VPNs are overloaded and slow). ACEVPN and I was satisfied with the service. Some VPN servers do not allow torrents or P2P, then see the draw. Here is a list of the VPN provider's (in 2008). http://filesharefreak.com/2008/10/18/tot ...

You can use the network administrator. Maybe he likes the presents?

This can be), only the computer (temporary software failure, or can the port, which are usually blocked torrents are downloaded. Wikipedia search blockade of the port and get a nerd friend and see what we can do.
